Chaperones on BBC Projects

Please could anyone advise me if any other agency has been asked by the BBC to be the supplier of Chaperones for any child actors working on BBC projects and due to this sign and fill in forms to be set up as an ‘External Vendor’.
The BBC are insisting that the ‘Chaperone’ (not a registered Chaperone but the child’s parent) will not be paid until we act as the Chaperone’s employer. The BBC have said this is due to tax implications at their end.
Anyone else facing something similar?
