FISCAL TAX CERTIFICATES

Happy ( but cold )Monday to all!

Anyone else had a situation where it is being insisted that BOTH agent AND client apply for the Fiscal Tax Certifcate,?(overseas job paid in Euros etc).
My understanding is only ever for the agent to apply, so its a new one on me!
