New PACT rates

Hi all
Can anyone answer my query – the new PACT TV rates came in on 1st July but “do not apply to current productions that continue to shoot beyond 1st July”.
Does this mean that if we have an actor offered a project now, that started production before this date, they will be booked on the previous rates, or the new ones? Does the period start date apply to the production or the actor?
